The Ceremonial Mace is the paramount symbol of the constitutional authority of the Honourable Chairman and the democratic dignity of the Council. No sitting of the Provincial Council can be legally constituted without the presence of the Mace. Preceding the Chairman upon entering the Chamber, the Mace rests centrally upon the Table of the Council throughout all legislative deliberations.

Architectural & Cultural Symbolism

1. The Base - Blooming Lotus & Narilatha Motifs

The foundation of the Mace is sculpted in the form of a fully blossomed Lotus flower, the ancient emblem of purity, integrity, and righteousness, adorned with intricate Narilatha carvings and inverted Binara floral bands.

2. The Shaft - Ceylon Ebony with Silver Accents

Constructed in two ergonomic segments from rare Ceylon Ebony wood, balanced for ceremonial handling. The central cubic block depicts the Sun and Moon (symbolizing permanence and enduring governance), the Dharma Wheel, and the Punkalasa (Vase of Plenty).

3. Eightfold Capital & Ashta Mangala Symbols

Reflecting classical Gampola-era architectural capitals (Pekada), the upper tier is deeply embossed with the eight traditional auspicious emblems (Ashta Mangala)—invoking peace, health, and abundant prosperity for all citizens of the Western Province.

4. Spheres of the Three Constituent Districts

Three distinct globes commemorate the administrative districts of the Western Province: Colombo District represented by the Whip-bearing Lion, Gampaha District by the Three-hooded Sacred Cobra, and Kalutara District by the mythical Gurulu (Eagle).

5. The Crown - Sword-Bearing Lion & Cosmic Crystal

At the summit, a celestial sphere is crowned with a sword-bearing Sri Lankan Lion, surmounted by a precision-faceted natural crystal cone. During sittings, this crystal apex points directly toward the governing treasury benches, signifying transparent exercise of executive power.
